Wrong Lincoln

Among the email I received this week was this complaint about the neighbors' dogs:

Dear PD,

My wife and I live in the Eastland Shores subdivision. We're certainly dog lovers, but there are some owners in the neighborhood who let their dogs run free. Most of them are aggressive, enter other properties and bark viciously at just about anybody. They dig up our flower beds, crap all over the yard and in at least one case tore up some plants. The neighbors cannot go to their mailbox or walk their dogs because of the aggressiveness of these animals. Please counsel us on what actions we can legally take. Are there leash laws in Lincoln? Sorry for the nature of this complaint... This is anything but high crime, but we're fed up. Thanks in advance for your response.

Eastland Shores? I thought I was reasonably good at Lincoln geography, but this one had me stumped. We’re a little short on subdivisions with “shores” around here. A little research on maps.live.com, however, revealed that the couple is in Lincoln, Alabama. Needless to say, they were a little embarrassed. Nice neighborhood—except for the dogs, that is.

If I were in their shoes, I'd ask their Attorney General about the legality of using deadly force vs a dangerous, aggressive dog. I know they adopted an enhanced castle doctrine stand-your-ground statute back in 2006, but it doesn't apply outside the home. Alabamans might still have a "duty-to-retreat" out in public, or they might not, but their AG could tell them more about that.

If the AG green-lights DF vs the threatening aggressive dogs, the next step needs no explanation, I think.

Not wearing shoes on the way to the outhouse makes the 'crap' a major problem.

Are you able to release to us the same description that you released to the news media for the suspect(s) in those two Kwik Shop robberies? I'm not sure that they didn't redact a few details from their accounts...

Also, were the clerks male or female?

Thank you, sir! I don't know why the newsies withhold those details; apparently they do not want at-large violent felony suspects apprehended. It's the only possible explanation, political correctness taking a higher priority than public safety.

My drug-dealer detector is beeping again re: The 4 guys with the gun (just one gun, apparently they had a tight budget), ski masks, and safe. I just can't see a 4-man robbery team hitting a small 4-plex rental apartment, which, unusually, contained a safe. How about that luck! If you don't find contraband in that safe, I'll be highly surprised. I'd also bet that the safe owner has some previous drug-related contacts with you folks.

The safe was recovered when the suspects were captured. The combination provided by the victim was incorrect. Officers were able to discern the correct combination through intuitive means. Since youre detector is well-calibrated, I leave it to you to surmise what the contents were when the safe was opened, since I must be (shall we say) a bit guarded in my comments on a pending case.

Perhaps I could mention that one of the 18-year suspects has already had three previous adult court cases, but all charges in all three were dismissed for some bizarre reason. In any case, he's really beginning to fit in as a family member.

Everyone in that home invasion car was too young to buy any pistol. So where did they get it? No, it wasn't a "Scheel's gun" (they've never handled that brand, too junky).

I doubt they filled out all of the proper paperwork for that handgun purchase 11:02. That's why all those gun laws don't really work very well. Only the honest people obey them.

I'm just general public checking out the chief's blog, for some unknown reason , at first I thought I was reading a KKK blog, not a police force blog..........hum, maybe it's you with too much time on your hands.So Chief can you tell me how to go about documenting harassment. Picture's, taping of all encounters, what...kinda a counter-surveillance measure?I'd like to express to you it worked----I am doing my best to move out of the core.In fact maybe Lincoln even. Harassment is just a mild word next to what you do to someone you deem " repeat offender". And here you'd think that once you paid for the crime you committed then you were once more allowed to be-yeah I have 2 charges that I paid for over 25 years ago-but in reality I am still paying on them-what are your words oh yeah once an offender always an offender. The core I believe has suffered greatly because of the beliefs of "police officers" who are falsely led to believe that not all are created equally. ..............

Perhaps its not about your past criminal history, but your attitude or behavior when near or around an officer.
Behavior - especially body language - has a ton to do with it. It's not your past criminal history - it's the bad habit of trying to stare down uniformed officers, or intentionally milling in front of a building's door with eight of your pals, terrifying every old lady that just wants to take her groceries upstairs. Those sorts of things will cause a police officer to walk up to you more than your past criminal history ever will.

Also, like they say in real estate...location, location, location. Hang out in front of a drug-prone location, and you will probably get stopped. Live in a building where there's a strong-arm robbery every week, and you will probably get stopped. Whether you're there by choice or by chance, there's a reason there are more cops around that area, doing more cop things. Things like Operation Impact exist in the neighborhoods they do because there's a condition there that needs to be addressed. If you happen to live in or hang out in those neighborhoods, you're going to have police contact.

I understand what you are saying -----if I had had a choice to live any where's else I most certainly would've.However not all are drug dealers, robbers, mattress backs-some of us are simply residents.And I don't go out of my way to stare down a cop-if I chose not to look at him or her then it's suspious behavior-I'm not always on the defense-and body english says alot about people-including you all-perhaps it could be your people skills that turns me off about the man in blue-some days I feel like wearing a sign saying I just live here don't bother me. I have never roused you out of bed at 2 in the morning with someone shining their spotlights on your building have I? Or have I ever said anything to you for being parked too long on the side of the road-with the motor running to ask if your all right? yeah I understand common sense-and I don't mean to sound defensive however---living in the core has left a bad taste in my mouth-I use to live over off 14 and B and there were never the amount of cops there as there are here. Maybe that why that lady was beat to death by her boyfriend? do you think?And as far as that old lady whose trying to get in the door-well that could be me,but I'm yet to see 8 or ten of " my pals" hanging around my front door. Let alone anywhere else in the core-and don't you think you could've found a different name for OPERATION WINO what the hell is that? No wonder the rest of Lincoln thinks this is such a bad place-when the cops call it operation wino-hahah your defeating your ownself with names like that-I look out my front room window and watch our local mail man on the take everyday-he's delivering alot more then mail....or the building across the street out of the 6 apartments I bet each and everyone of them are running surveillance of one form or another-and me telling you about someone always coming in when I'm not home-just to get a response fr4om you that maybe I belong at the regional center-( I'm sure you can find response on this blog)and this is how to talk to the general public.............
