Call me cynical but I'm not hoping for much change on this one. In my opinion there are 2 kinds of drug users. One is a person who could become a good, responsible non criminal type of citizen if it weren't for the addiction. Once the addiction is addressed and treated they return to being good people. The second type is one that is a criminal type regardless and the use of drugs just enhances their desire for criminal activity. These people typically cannot be rehabilitated like the aforementioned.
